SBSettings does not run dock app from the lock screen IF you have set up password, nor request password. In my opinion this is very correct, but an improvement on asking the password should solve this issue.
Over all, nice update. Thanks a lot for the community!

under mobile substrate i see 4 apps ive installed in cydia and one i dont remember installing called PreferenceLoader. anyone know what that is?

Mine went into Safe Mode also. Lucky I have SpringBack now, so I didn’t need to rearrange my SpringBoard because of FCSB not working when in Safe Mode.
